REACH Regulation Close to Final Agreement

The European Parliament votes onREACH 13 December 2006

Minister of Trade and Industry Mauri Pekkarinen will represent the Council of Ministers in the plenary session of the European Parliament on December 11-13. The Parliament will vote on December 13 on REACH, one of the most significant items of legislation ever to be placed before the EU.

During this autumn, intense negotiations have been conducted between the Council, the Parliament and the Commission in order to reach agreement during the Finnish EU Presidency. If, in the second reading, the Parliament approves the deal hammered out in the negotiations, REACH could receive final approval by the Council of Ministers at the end of December.

REACH will lead to a major renewal of European chemicals legislation by creating a system in which the burden of proof regarding testing and the evaluation of risks from chemicals will lie mainly with industry. Thus, to a great extent, REACH will replace the existing chemicals legislation developed during the past 40 years.

REACH would significantly improve the protection of human health and the environment. It would also increase information on substances placed on the market and manage risks related to chemicals more efficiently. In addition, the REACH system would create the requirement for authorisation concerning the use of the most dangerous chemicals. Furthermore, the competitiveness of European industry would be boosted through selling the world?s safest products.

If REACH is approved, the European Chemicals Agency, to be established in Helsinki, could start its work by the beginning of June 2007. It has been estimated that between 400 and 500 people will work in the Agency, which will bear primary responsibility for the practical implementation of the Regulation.
