The meeting is the second follow-up conference on vocational education and training (the Copenhagen process). The Copenhagen process aims, through European level cooperation, at enhancing the quality and attractiveness of vocational education and training, and at improving the mobility of people in vocational training or with a vocational qualification. The informal ministerial meeting, to be held in Helsinki, is to assess the progress of the process and adopt a Helsinki Communiqué on the objectives for the next two-year period.
